General
This section provides summary information for applicants wishing to work in or provide services or equipment to the temporary casino, satellite casinos or the ICR.
Before applying, we strongly urge applicants to familiarise themselves with our licensing principles, and the in-depth information contained in the section entitled ‘Licensing’ on the home page.
The Commission requires licensees or prospective licensees to engage with the Commission in an open and co-operative way and disclose matters which the Commission would reasonably expect to know. A licensee’s or prospective licensee’s failure to work in an open and co-operative way will be considered as an adverse factor and may result in an application rejection or a licence revocation. Licence applicants should provide the information the Commission needs to exercise its functions. Specifically, the Commission will wish to engage with applicants who are:
- of the highest moral and professional standards
- of a sound and stable financial background, and
- have, where relevant, sufficient business acumen.
Once a licence has been granted, licensees must conduct themselves in a professional and honest manner, notifying the Commission of any issues or potential issue, as soon as they arise.

Application and investigation fees
The Casino Operations and Control Law 2015 and the Casino and Operations and Control Law (General) Regulations 2016 allow the Commission to charge fees for submission of applications and if required an investigation fee.

Different types of application
There are a number of different types of licence available for applicants:

Individuals
- Casino Employee
- Casino Key Employee
If you wish to apply for a Casino Employee licence or a Casino Key Employee licence you must:
- familiarise yourself with our guidance notes
- complete the Casino Employee/Casino Key Employee Licence Application Form
- complete the Casino Employee/Casino Key Employee Licence Application Photograph Identification Form
- ensure that your application and investigation fees (as required) have been paid
- deliver the completed application form and the supporting documentation to the Commission (either by post or by hand).

Gaming Suppliers
If you wish to apply for a Gaming Supplier licence you must:
- familiarise yourself with our guidance notes
- complete the Gaming Supplier Licence Application Form OR, if applicable, the Simplified Gaming Supplier Licence Application Form
- complete, if applicable, Annex B - Personal Declaration
- ensure that your application and investigation fees (as required) have been paid
- deliver the completed application form and the supporting documentation to the Commission (either by post or by hand).

If you wish to apply for a Gaming Supplier licence (Test Services Providers) you must:
- familiarise yourself with our guidance notes
- complete the Gaming Supplier Licence Application Form OR, if applicable, Simplified Gaming Supplier Licence Application Form
- complete Annex A – Supplementary Information Gaming Supplier Licence – Test Services Provider
- complete, if applicable, Annex B - Personal Declaration
- ensure that your application and investigation fees (as required) have been paid
- deliver the completed application form and the supporting documentation to the Commission (either by post or by hand).

If you wish to apply for a Junket Operator licence you must:
