The Council of the European Union adopted Council Implementing Regulation (EU) 2025/2443, which expands the EU’s sanctions on Haiti.
In particular, the EU added two individuals, Dimitri Herard and Kempes Sanon, who were previously designated by the United Nations for undermining peace and security in the country.
Herard, the former head of the National Palace General Security Unit, is sanctioned for facilitating arms trafficking and supporting gang operations, including aiding the Ti Bwa gang in forming an armed unit that increased its operational strength.
Meanwhile, Sanon was sanctioned for leading the Les Argentins gang and directing widespread extortion, kidnappings, and attacks across Port-au-Prince.
