The Council of the European Union adopted Council Regulation (EU) 2025/813, which amends restrictive measures imposed on Libya.
The EU amended the regulation to align the measures with the United Nations Security Council’s recent decisions under Resolution 2769 (2025), which modified the scope of measures imposed on the Libyan Investment Authority.
In particular, the amendments introduce two exemptions to the arms embargo imposed on the jurisdiction.
Other changes include adding definitions for terms such as broker services, financing or financial assistance, and competent authorities.
