The Council of the European Union adopted Council Implementing Regulation (EU) 2026/123 to amend its sanctions list on individuals who support, facilitate, or enable violent actions by Hamas and the Palestinian Islamic Jihad.
The Council updated the designation of Abdelbasit Elhassan Mohamed Khair Hamza, identifying him as a Sudan-based Hamas financier who manages companies within Hamas’ investment portfolio. The regulation states that Hamza facilitated funds for Hamas through a network of companies, including al-Rowad Real Estate Development and al-Zawaya Group for Development and Investment, reinforcing the European Union’s focus on disrupting corporate structures used to channel terrorist financing.
The EU also removed Ismail Barhoum from the sanctions list after determining that his listing was no longer applicable due to his death.
