Iran: Council adopts new sanctions over serious human rights violations and Iran’s continued support to Russia’s war of aggression against Ukraine

On 29 January 2026, the Council of the European Union adopted a comprehensive package of restrictive measures against Iran, targeting:

  • Individuals and entities involved in Iran’s support for Russia’s war of aggression against Ukraine, particularly through the supply of drones, missiles, and related components, and
  • Officials and organisations responsible for serious human rights violations, including internal repression, censorship, and online surveillance.

The sanctions focus on front companies, logistics networks, intermediaries, and senior executives connected to Iran’s UAV and ballistic missile programs, many of which are linked to the Islamic Revolutionary Guard Corps and the Ministry of Defence.

Simultaneously, the EU expanded designations under its human rights framework, listing government officials, judges, prosecutors, and cyber-linked entities accused of violent crackdowns, arbitrary detentions, and digital repression following nationwide protests in late 2025.
