The European Union adopted Council Implementing Regulation (EU) 2026/2193 on Sept. 28, 2026, adding 10 Russian officials to the restrictive measures established under Regulation (EU) 2024/1485 in response to the situation in Russia.

The EU attributed the listings to alleged repression of democratic opposition, human rights abuses, and actions undermining democracy and the rule of law.
